A1 – Advancing Decarbonization and Just Transition:Multi-stakeholders Engagement and Partnership forthe Green Transition

About

A. Background

Indonesia is making considerable progress in addressing climate change, with the objective of achieving net-zero emissions by 2060 or earlier. The transition to a low-carbon economy presents opportunities for growth, innovation, and leadership; however, it also raises critical questions about equity and inclusiveness, particularly in sectors with high carbon intensity, such as the shipping industry and energy production.

A crucial element of this transition is the assurance of a Just Transition, a framework that places equal emphasis on environmental sustainability and the equitable treatment of workers, communities, and industries that will be affected by the transition. Indonesia’s approach is informed by both domestic and international frameworks, including the Just Energy Transition Partnership (JETP), a multi-stakeholder initiative that provides support to countries in the transition to clean energy, with the objective of minimizing social and economic disruptions.

The shipping industry, which plays a vital role in Indonesia’s economy, must also undergo decarbonization. The development of green ports is a crucial part of this transformation.

This session will focus on Indonesia’s actions to ensure a just and equitable transition, particularly in sectors like shipping and energy. It will highlight policy frameworks, partnerships, and practical steps being taken to support workers and communities while promoting sustainable development.

B. Objective

The key objectives of this session are to:

  1. Highlight Indonesia’s approach to ensuring a Just Transition as the country moves towards a low-carbon economy, with a focus on equity and inclusiveness for affected industries and communities.
  2. Discuss the role of decarbonization in the shipping industry and the development of green ports as essential components of Indonesia’s sustainable infrastructure and economic growth.
  3. Present the Just Energy Transition Partnership (JETP) as a model for collaborative action between the Indonesian government, private sector, and international partners to ensure a smooth and just transition in the energy sector.
  4. Explore the broader concept of Just Transition, including how it can be applied across different sectors to balance environmental and social goals.
  5. Facilitate discussions on how to protect vulnerable workers and communities, while creating opportunities in the green economy, including in renewable energy, shipping, and port management.

The expected output includes actionable recommendations on how Indonesia can continue to lead by example in ensuring a just transition, including steps to strengthen worker protections, promote equitable policies, and foster green job creation.

C. Target and Audiences

This session is aimed at:

  • Government policymakers and regulators involved in energy, labor, and environmental sectors.
  • Industry leaders from the shipping and energy sectors, including renewable energy developers, port authorities, and maritime industry representatives.
  • Labor unions and workers’ organizations advocating for fair labor practices in the face of the energy transition.
  • International organizations and development partners working on climate finance, energy transition, and decarbonization projects.
  • Academics, think tanks, and NGOs focusing on environmental justice, labor rights, and sustainable development.
