The United Nations Framework Convention on Climate Change (UNFCCC), established in 1992, is a global treaty designed to tackle climate change and is aimed at reducing global temperature rise and adapting to unavoidable climate impacts. The agreement, which later shifted its focus to preventing major human-caused disruptions to the climate system, came into force in March 1994.
The UNFCCC acknowledges that all countries are susceptible to the effects of climate change and emphasizes the need for immediate action, specifically in developing countries that lack the resources to do so independently. In the early period of the UNFCCC, adaptation received less attention than mitigation due to uncertainties about the impacts of and vulnerability to climate change.
Since 2011, Indonesian climate leaders have been actively involved in the Indonesia Pavilion, which has been overseen by the Ministry of Environment and Forestry since 2015. Indonesia played a role in negotiating and drafting the 2015 Paris Agreement, which it ratified in April 2016. The Paris Agreement, signed in December 2015, represents the latest development in advancing the UN climate change framework, building on the foundation laid by the UNFCCC. The agreement marks a new direction in the global fight against climate change, aiming to accelerate and increase actions and investments needed for a low-carbon future. Its main objective is to enhance the global response by keeping the rise in global temperatures well below 2 degrees Celsius above pre-industrial levels, with efforts to limit it to 1.5 degrees Celsius. The agreement also emphasizes strengthening countries’ ability to adapt to the impacts of climate change.
Indonesia’s Nationally Determined Contribution (NDC) describes the country’s shift towards a low-carbon, climate-resilient future. It highlights the progress made between 2015 and 2019 and sets the stage for more ambitious targets beyond 2020, contributing to the global effort to prevent a 2-degree Celsius rise in global average temperature and work towards limiting it to 1.5 degrees Celsius above pre-industrial levels.
Indonesia aims to achieve climate resilience throughout its archipelago by 2030 through comprehensive strategies for mitigation, adaptation, and disaster risk reduction. The country has set bold targets for the sustainable production and use of food, water, and energy. These goals will be achieved by supporting capacity building, providing essential services in health and education, promoting technological advancement, and practicing sustainable natural resource management following good governance principles. Indonesia is committed to exceeding its 2030 NDC target and following a long-term path of low-carbon, climate-resilient development.
Considering the UNFCCC’s history and Indonesia’s 2030 NDC objectives, having an Indonesia Pavilion at COP29 is essential to highlight the country’s role in tackling global climate change.
The Indonesia Pavilion COP29 UNFCCC organized by Indonesia in 2024, will center on the theme “Sustainability Stronger Together”. This theme aligns with the COP29 UNFCCC Baku, Azerbaijan theme “In Solidarity for a Green World”. The Indonesia Pavilion is purposed to go beyond negotiations and focus on equitable and ambitious implementation of climate solutions in collaboration with global institutions, organizations, and individuals.
Moreover, the objectives of the Indonesia Pavilion at COP29 UNFCCC synergized with the previously mentioned theme to:
