A. Background

As carbon markets continue to expand and evolve, the ability of national institutions particularly utilities and carbon market platforms, to engage meaningfully in international trading mechanisms has become a strategic priority. Countries & entities around the world are taking concrete steps to position themselves within this growing landscape and global market participation

This talk show will convene a high-level, multi-stakeholder dialogue to examine how national entities, particularly utilities and carbon market institutions, can scale up and position themselves as credible actors within the global carbon market environment. The session will explore practical pathways to unlock carbon market potential through international collaboration and regulatory interoperability.

Anchored in the context of Indonesia’s evolving carbon governance landscape, the discussion will highlight the significance of bilateral frameworks, following up of a Mutual Recognition Arrangement (MRA), and the development of supporting infrastructure, including registries and carbon trading mechanisms. These initiatives signal growing readiness to participate in international markets, both under cooperative approaches of Article 6 of the Paris Agreement and through voluntary market platforms.

C. Target Audience

This session targets a broad spectrum of audiences, including policymakers, carbon project developers, financial institutions, and investors. Through this immersive dialogue, the session aims to generate practical insights and forward-looking recommendations on how countries can accelerate their transition from domestic readiness to meaningful international engagement while unlocking the forward potential of collaboration.

D. Session Format

The session will adopt a panel discussion, featuring a moderated discussion with or without formal presentations. Speakers from regulatory agencies, carbon market actors, and governments will share insights based on direct experience.
