About

A. Background

Indonesia is among the first countries to integrate blue carbon ecosystems—mangroves and seagrasses—into its NDC, placing the ocean at the heart of climate ambition. Supported by projects such as EBC and NASCLIM, Indonesia has developed the Blue Carbon Roadmap, MRV framework, and policy instruments to embed ocean action into global climate goals.

The first Global Stocktake under the Paris Agreement highlights the importance of enhanced ambition and stronger transparency systems. Indonesia’s 2nd NDC places blue carbon ecosystems—mangroves and seagrasses—as strategic elements for both mitigation and adaptation. To operationalize this, Indonesia has developed MRV frameworks (SIGN SMART, SRN) and

prepared the Indonesia Blue Carbon Ecosystem Guidebook as a technical and policy reference.

COP30 provides a timely opportunity to launch this guidebook while also presenting Indonesia’s progress in integrating blue carbon into the 2nd NDC. This session will bring together Indonesian ministries, peer countries (Australia, UAE), and international organizations (IUCN) to share lessons and forward-looking perspectives on strengthening MRV and ocean–climate commitments in NDC

B. Objective and Output

  • Deliver high-level opening remarks from the Minister of Environment to emphasize Indonesia’s ambition in the 2nd NDC.
  • Officially launch the Indonesia Blue Carbon Ecosystem Guidebook by the Minister of Marine Affairs and Fisheries.
  • Present the role of blue carbon in Indonesia’s 2nd NDC, highlighting national targets and coastal adaptation/mitigation pathways
  • Share peer country experiences from Australia and UAE on integrating oceans into NDCs.
  • Provide insights from IUCN on global methodological trends for blue carbon and ocean MRV.
