A. Background

The world stands at a critical juncture in the global climate agenda, with the outcomes of the Global Stocktake (GST) underscoring the urgent need for enhanced ambition and accelerated implementation. Indonesia, as a megadiverse and climate-vulnerable country, has taken significant steps to align its national policies with the goals of the Paris Agreement. Through the Presidential Regulation on Carbon Economic Value, the Enhanced NDC, and the Long-Term Strategy for Low Carbon and Climate Resilience (LTS-LCCR 2050), Indonesia has positioned itself as a proactive player in the global effort to limit warming to 1.5°C.
This Ministerial Session brings together high-level leaders from Indonesia, the United Kingdom, Norway, and Japan as key partner countries to share insights on designing and implementing inclusive, integrated, and actionable climate policies. The session will explore how climate action can be mainstreamed across energy, forestry, finance, and development planning sectors while ensuring equity, justice, and multi-stakeholder engagement.
The dialogue will also highlight the role of international cooperation in supporting nationally determined transitions, including through carbon markets, climate finance, technology transfer, and capacity building. In particular, lesson learnt from countries that have developed carbon pricing mechanisms such as carbon taxes and emissions trading systems (ETS) to combat climate change will enrich expected outputs of the dialogue. The existing partnerships are also expected to enhance into higher level phase of cooperation, to become more advanced and impactful benefits for countries. B. Objective and Output

Objectives

  1. Reaffirm high-level commitment to ambitious climate action by aligning national priorities with enhanced NDC targets and the outcomes of the Global Stocktake, while fostering ministerial ownership and strategic direction across sectors.
  2. Present a comprehensive overview of Indonesia’s national climate policy achievements, including alignment with international climate commitments and the integration of climate ambition into fiscal, land-use, and energy policies.
  3. Share ministerial insights from Indonesia, the United Kingdom, Norway, and Japan on embedding climate action into national development planning, strengthening policy coherence, and accelerating the just transition.
  4. Promote inclusive climate governance frameworks that actively engage and empower local communities, vulnerable groups, women, and youth, ensuring equitable participation and responsiveness to diverse needs.
  5. Enhance international cooperation by highlighting opportunities for bilateral and multilateral partnerships between Indonesia, the United Kingdom, Norway, and Japan, reinforcing collective ambition and coordinated implementation of climate commitments under the Paris Agreement.

  1. A Ministerial Statement reaffirming the commitment to inclusive and integrated climate action, delivered by participating ministers.
  2. High-level ministerial insights on national climate policy strategies from Indonesia, the United Kingdom, Norway, and Japan.
  3. Policy recommendations to strengthen inclusive governance, cross-sectoral integration, and just transition pathways.
  4. Strengthened partnerships and cooperation frameworks between Indonesia and its international counterparts, particularly with the United Kingdom, Norway, and Japan.
